Meeting Minutes
March 13, 2002

1. Call to Order
Chairman Dal Smilie called the meeting to order at 1:40 p.m. Present at the meeting were MMSAC members Anita Drews-Oppedahl, Michele Hand, Ken Conrad, and Dal Smilie. Also present were Doug Tyrrell, MMRS Director and Michele Calvert, Program Coordinator from MSU-Northern; Ray Paige, Off-Highway Education Coordinator from the Department of Fish, Wildlife & Parks.
2. Minutes of November 6, 2001 Meeting
The minutes of the meeting of November 6, 2001 were corrected and not acted upon.
3. Old Business
3.1 Specialty Plates
Doug showed a specialty plate from Iowa. Discussion on specialty plates, availability, and potential benefits to program. Suggested that Doug contact DOJ for more information.
3.2. Lending Library
Michele C. handed out a list of the materials currently on hand as a lending library. The listing will be posted on the website. Discussion was held on projected fees for shipping and handling.
3.3. Surrounding States
Discussion was held concerning joint-training options with surrounding states. Options with North Dakota may open up. Doug is talking with State Administrators in neighboring states.
4. New Business
4.1. Introduction
Michele C. introduced Sandy Jappe, Administrative Assistant at MSU-N Extended University to the committee.
4.2. MCA 61-3-321 (3)
Michele C. and Michele H. discussed the specifics of MCA 61-3-321 (3) and if there were technical corrections that needed to be offered to the legislature. Michele H. will get information on committee work concerning HB 124.
4.3. Calendar Year
Michele C. discussed the projected revenue and expenses for the calendar year. There was discussion on the Cost per Site information sheet handed out. Committee recommended that the tuition for ERC should be ½ that of BRC. Registration numbers higher due to increased club and group reservations in prepaid blocks.
4.4. BRC Range Locations
Doug gave an update on the Helena range, and noted that there was interest in the Glasgow / Malta area. The Libby location was being looked into, as well as looking in the Butte area.
4.5. Instructor Update
The Instructor Update will be held April 5-7 in Great Falls. There will be an Instructor Appreciation dinner in conjunction with the update. Bob Reichenberg, from California, will conduct the update.
4.6 RiderCoach Preparation
The RiderCoach Preparation course is scheduled for May 6-12 in Great Falls. Twelve candidates will attend. Bob Reichenberg will teach the Prep Course assisted by Ken Radovich and Doug T.
4.7. Director
Doug told the committee about his meetings with the instructors at the various range locations. Doug has also talked with 33 of the 47 dealers in the state. He has asked for loaner bikes from the dealers and has interest from several dealers for an additional 15 bikes loaned to MMRS.
5. Member Reports
5.1. Riders Groups
Discussion on getting Gov. Martz into a class. There has been some contact from the Governor’s office and MMRS will accommodate their needs.
MMRS was encouraged to keep proposals and applications for 402A funds current and ongoing.
5.2. Instructors / RiderCoaches
Ken C. reported the meetings Doug had with the instructors was a good tool and glad to see the communication open on a personal level.
5.3 Law Enforcement
Michele C. informed the committee of Ladd’s work schedule and the need for scheduling future meetings during his days off for his attendance.
6. Dirtbike School
Ray Paige informed the committee that a Memorandum Of Understanding was being signed with the ATV Safety Institute for the management of the ATV program. A MOU is being considered for the Dirt Bike School also. He handed out new “Trail” brochures for OHV that are now available.
7. Next Meeting Date
The Committee discussed meeting again during the 2002 training season. The Chairman will set the next meeting date.
